EDM – Request for expressions of interest
Performance Study of Equipment Installed under Maputo Rehabilitation Project, Enc 151/2010, Lot I and II

1. With the aim of supplying power to the Sommerschield area, substation number 5 (SE5) was constructed in 1991. Also, with the increase of power demand, this substation was upgraded by installing a second transformer. The SE5 is the main substation that supplies power to the “elite zone” of Maputo and to high-level government institutions, including most embassies. Frequent fire incidents have ensured negative views of the quality of power supply in the area, a situation that the EDM cannot tolerate because it damages the image of the company.
2. The board of directors has decided to find a specialized firm that can advise the EDM on whether the equipment installed for much longer with no more incidents to jeopardize the operations of the SE5 substation and other substations.
3. The main issue with this work is to get an adviser from a specialized entity about the current performance of the equipment installed and, if necessary, recommend the necessary means of improvement. All of this has the aim of strengthening the power system and securing the quality of supply from SE 5 and other substations appointed above.
4. The contracted entity will carry out the equipment performance study, evaluate its technical quality, carry out the preliminary design if necessary and prepare tender documents. To this end, the contracted entity will:
(i) Perform technical studies to evaluate the performance of installed equipment in substations SE5, SE6, SE Zimpeto, SE Marracuene, SE Costa do Sol, SE Infulene, SE 9, PS1 and PS10;
(ii) Compare the outcomes from the technical data collected with international practices and:
(iii) Prepare the bidding documents for project execution or works correction, where necessary.
Consequently, the contracted entity tasks shall be the following but not limited to:
The contracted entity will visit the substations indicated above, namely SE5, SE6, SE Zimpeto, SE Costa do Sol, SE Marracuene, PS1, PS10 and SE Infulene in order to collect as much technical information and reports as possible pertaining to the projects.
The contracted entity will review all technical information used by the contractor for the installation of equipment, namely the design philosophy, results from FAT, test reports from commissioning, assembling drawings, the specification of each insulated component, and so on.
The contracted entity will also collect data related to the incidents reported at SE5, SE Marracuene and SE Infulene.
Electricidade de Moçambique, E.P. (EDM, E.P) now invites eligible firms — “consultants or manufacturers” — to indicate their interest in providing these services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. 5. The contracted entity or firm will be selected in accordance with quality-based selection.
6. The contracted entity is entitled to associate with other firms in the form of a joint venture or a subcontractor to enhance their qualifications.
7. Interested companies or entities can obtain further information if needed from 7:30 a.m. to 15:30 p.m. local time from Monday to Friday at the address indicated below.
8. Expressions of interest must be submitted in three copies (one original and two copies) in a sealed envelope or by courier or electronically by June 23, 2015 at 15.30 p.m. local time and be clearly marked: Expression of Interest for: “Performance Study of Equipment Installed under Maputo Rehabilitation Project, Enc 151/2010, Lot I & II.”
